Thanks for the question.  I don't think there is any implicit exception, unless you mean that in tyrannical governments the innocent are allowed to fear.  If you mean an exemption from submission to government, I don't see an implicit or explicit exemption from that.  The overall teaching of Scripture is clear, however, that we are to obey God rather than man.  If civil government requires something of us that causes us to disobey God, we are obligated to disobey the government.</description>
